Appropriates $200,000 from the General Improvement Fund to transfer to the Drug Abuse Prevention and Treatment Fund for behavioral health services.

Appropriates $200,000 from the Drug Abuse Prevention and Treatment Fund for behavioral health services for the fiscal year ending June 30, 2012.

Permits the Department of Human Services - Division of Behavioral Health to adopt new rules and regulations to carry out the intent of the appropriations without restriction by requirements applicable to other programs.

Requires all disbursements to comply with state purchasing, accounting, budgetary procedures, and fiscal control laws unless otherwise specified by law.

Takes effect July 1, 2011 as an emergency measure necessary for agency operations and provision of essential governmental programs.
