Appropriates $300,000 from the General Improvement Fund to transfer to the Drug Abuse Prevention and Treatment Fund for behavioral health services.

Appropriates $300,000 from the Drug Abuse Prevention and Treatment Fund for behavioral health services for fiscal year ending June 30, 2012.

Allows the Department of Human Services to adopt new rules and regulations to implement the appropriations without restriction by requirements applicable to other programs.

Permits the receiving agency to supplement state funds with grants, donations, federal funds, and unobligated cash income for the designated projects.

Takes effect July 1, 2011, and declares an emergency clause due to constitutional restrictions on multi-year appropriations and the essential nature of the funded programs.
