Appropriates $200,000 to the Department of Rural Services from the General Improvement Fund for grants to fire departments, counties, municipalities, and other eligible entities.

Grant funds may be used for operating, construction, improvements, equipment, renovation, and maintenance expenses related to fire protection, search and rescue, emergency medical services, and emergency management programs.

Allows recipient institutions and agencies to supplement state funds with federal grants, donations, and unobligated cash income to cover full project costs.

Requires strict compliance with state purchasing laws, accounting procedures, and fiscal control laws in disbursement of funds unless specifically exempted by law.

Declares emergency effective date of July 1, 2011 to ensure immediate availability of funds for agency operations.
