Appropriates $250,000 to North Arkansas College for the Berryville Campus to be used for land acquisition, improvements, personal services, construction, equipping, operations and maintenance.

Funds are payable from the General Improvement Fund or its successor fund or fund accounts, and institutions may supplement with grants, donations, Federal funds, or unobligated cash income.

Prohibits use of existing Maintenance and General Operations appropriations for the purposes specified in this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency and makes the act effective July 1, 2011, citing the Arkansas Constitution's prohibition on appropriations for more than one year and the need for immediate funding for agency operations.
