Appropriates $500,000 from the General Improvement Fund to the Department of Finance and Administration - Disbursing Officer for major maintenance, renovation, repair, or construction to provide contingency funding for capital projects.

Appropriates $12,000,000 from the General Improvement Fund to the Department of Finance and Administration - Disbursing Officer for State Motor Vehicle Acquisition.

Prohibits contracts or obligations in excess of State Treasury funds actually available, but allows agencies to accept grants, donations, and Federal funds to supplement appropriated amounts.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2011, stating the appropriations are essential to agency operations and that delay could harm essential governmental programs.
