Appropriates $23,500,000 from the General Improvement Fund to the Department of Finance and Administration - Disbursing Officer for a fund transfer to the Merit Adjustment Fund for the 27th pay period of fiscal year ending June 30, 2012.

Permits institutions and agencies to supplement State Treasury funds with grants, donations, and Federal funds, provided that existing Maintenance and General Operations appropriations are not redirected for this purpose.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Directs that disbursed funds comply with stated reasons documented in budget manuals, agency requests, executive recommendations, legislative recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2011, citing constitutional limitations on appropriations and the essential need for immediate agency operation.
