Appropriates $3,000,000 to the Department of Arkansas Heritage from the General Improvement Fund for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities.

Appropriates $2,600,000 to the Department of Arkansas Heritage - Arts Council from the General Improvement Fund for Community Arts Development Grants.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws during fund disbursement.

Declares an emergency effective July 1, 2011, to ensure immediate operation of the Department and prevent irreparable harm to essential governmental programs.
