Appropriates $557,524 from the General Improvement Fund for replacement of the existing electrical system at Arkansas School for the Deaf.

Appropriates $500,000 from the General Improvement Fund for various maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities.

Appropriates $823,200 in federal funds for replacement of the existing electrical system at Arkansas School for the Deaf.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of funds.

Declares an emergency clause effective July 1, 2011, stating that delay in implementation could cause irreparable harm to the agency's essential governmental programs.
