Appropriates $500,000 to the Department of Career Education - Arkansas Rehabilitation Services from the General Improvement Fund for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities.

Allows institutions and agencies to accept and use grants, donations, and Federal funds, as well as unobligated cash income, to supplement State Treasury funds for project financing.

Prohibits use of appropriations and funds otherwise provided by the General Assembly for Maintenance and General Operations from being used for purposes covered by this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2011, finding that the appropriation is essential to agency operations and needed for immediate preservation of public peace, health, and safety.
