• Appropriates $2,449,800 from the General Improvement Fund for construction, renovation and equipping of a 30-bed Intensive Care Unit at the Arkansas Health Center.

• Appropriates $1,088,800 from the General Improvement Fund for construction, renovation and equipping of Home-Style Residential Facilities at the Arkansas Health Center.

• Appropriates additional funds from the General Improvement Fund for shower room renovations ($40,830), wireless nurse call system equipment ($40,830), storage facility ($190,540), and laundry complex ($544,400).

• Appropriates additional funding from the Chief Fiscal Officer's designated paying account for the same projects in larger amounts: $6,550,200 for Intensive Care Unit, $2,911,200 for residential facilities, $109,170 for shower rooms, $109,170 for nurse call system, $509,460 for storage, and $1,455,600 for laundry complex.

• Requires compliance with state purchasing, accounting, budgetary, and fiscal control laws; permits use of grants, donations, and federal funds to supplement state treasury funds; becomes effective July 1, 2011.
