Appropriates $500,000 to the State Crime Laboratory from the General Improvement Fund for purchase of laboratory scientific and security equipment for fiscal year ending June 30, 2012

Permits the State Crime Laboratory to supplement appropriated funds with grants, donations, Federal funds, and unobligated cash income to finance full project costs

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws in disbursement of funds

Specifies that funds must be used in compliance with stated reasons documented in budget manuals, Agency Requests, Executive Recommendations, and Legislative Recommendations

Establishes an emergency effective date of July 1, 2011 to ensure continuity of agency operations
