Appropriates $500,000 from the General Improvement Fund to the University of Arkansas Community College at Morrilton for renovations, construction, equipment maintenance and operations.

Appropriates $100,000 from the General Improvement Fund for maintenance, operations, repairs and equipment for the Rural Health RN Program.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the institution to accept grants, donations, and Federal funds to supplement the appropriation.

Requires strict compliance with all applicable state purchasing, accounting, budgetary procedures, and fiscal control laws in disbursement of funds.

Effective July 1, 2011 under emergency clause to ensure continuity of agency operations.
