Appropriates $250,000 to the Department of Rural Services for grants to fire departments, counties, municipalities, and eligible entities for fire protection, search and rescue, emergency medical services, and emergency management programs.

Appropriates $200,000 for grants to fire departments and eligible entities for improvements to public buildings, community centers, memorials, parks, amphitheaters, recreation centers, and cemeteries.

Appropriates $200,000 for community improvement grants to counties for operating expenses and improvements associated with county fairs and rodeos.

Appropriates $50,000 for grants to law enforcement agencies for operating, construction, improvements, equipment, renovation, and maintenance expenses.

Makes the act effective July 1, 2011 as an emergency measure, allowing new rules and regulations to be adopted to carry out the appropriations while complying with state fiscal control laws.
