Appropriates $1,000,000 to the Arkansas Natural Resources Commission from the General Improvement Fund for grants and projects including water and wastewater systems, levee repair, flood control, fire protection services, and irrigation projects.

Authorizes the Commission to accept and use federal grants, donations, and unobligated cash income to supplement state funds for project financing.

Prohibits use of the agency's Maintenance and General Operations funds for purposes covered by this appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective date of July 1, 2011 to ensure uninterrupted operation of the agency and essential governmental programs.
