Appropriates $150,000 to the Department of Human Services - Division of Behavioral Health for grants to Substance Abuse and Mental Health Centers for personal services, operating expenses, construction, upgrades, improvements, equipment, renovation, and building maintenance.

Authorizes appropriations to be exempt from restrictions applicable to other programs currently administered, with new rules and regulations to be adopted as needed.

Permits receiving institutions and agencies to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income for financing project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective July 1, 2011, citing constitutional restrictions on appropriation periods and the essential nature of the funds to agency operations.
