Appropriates $1,000,000 to the Department of Human Services - Division of Behavioral Health for grants to Alcohol and Substance Abuse Prevention and Treatment Programs and Prevention Resource Centers for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Appropriates $1,000,000 to the Department of Human Services - Division of Behavioral Health for grants to Mental Health Treatment Programs for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Authorizes the agency to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Requires all fund disbursements to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically provided otherwise.

Becomes effective July 1, 2011, with emergency provisions to ensure immediate operation of the funded programs.
