Appropriates $200,000 from the General Improvement Fund to the Department of Human Services - Division of Aging and Adult Services for senior citizen center grants.

Funds may be used for construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance of Senior Citizen Centers.

Authorizes the division to adopt new rules and regulations to implement the appropriations without being restricted by requirements applicable to other programs.

Allows institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Effective July 1, 2011, with an emergency clause declaring the immediate effectiveness essential to agency operations and public health and safety.
