Appropriates $1,000,000 to the Economic Development Commission from the General Improvement Fund for grants to cities, counties, planning districts, and other eligible entities.

Eligible uses include land acquisition, construction, renovation, equipment purchase, industrial site development, intermodal facilities, rail and road improvements, environmental mitigation, and water and sewer system projects.

Allows recipients to supplement state funds with federal grants, donations, and unobligated cash income to cover full project costs.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization law, and fiscal control regulations in fund disbursement.

Effective July 1, 2011, with emergency clause declaring necessity for immediate implementation to preserve essential governmental programs.
