Appropriates $500,000 to the Department of Rural Services for grants to counties, municipalities, or other eligible entities for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with public buildings, community centers, memorials, parks, amphitheaters, recreation centers, and cemeteries.

Appropriates $500,000 for grants to counties, municipalities, or other eligible entities for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with fire protection, search and rescue, emergency medical services, and emergency management programs.

Appropriates $500,000 for community improvement grants to counties for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with county fairs and rodeos.

Allows the Department of Rural Services to adopt new rules and regulations to carry out the intent of the General Assembly, and permits agencies to accept and use grants, donations, and Federal funds to supplement State Treasury funds.

Effective July 1, 2011 as an emergency measure to ensure continued operation of the agency and essential governmental programs.
