Appropriates $250,000 to East Arkansas Community College from the General Improvement Fund for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Prohibits contracts or obligations exceeding available State Treasury funds unless supplemented by grants, donations, Federal funds, or the institution's unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Directs that funds must be disbursed in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative minutes.

Declares an emergency effective July 1, 2011, citing the Constitutional one-year appropriation limit and the need for immediate agency operation.
