Appropriates $50,000 to the Department of Human Services - Division of Youth Services for grants to community-based and juvenile delinquency prevention programs.

Funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses.

Appropriations are not restricted by requirements applicable to other programs currently administered by the agency.

Agencies may supplement state funds with grants, donations, federal funds, and unobligated cash income for projects, but cannot use existing maintenance and operations funds for these purposes.

Act becomes effective July 1, 2011, with an emergency clause declaring the timing essential to agency operations.
