Appropriates $350,000 to the Department of Rural Services from the General Improvement Fund for grants to fire departments, counties, municipalities, and other eligible entities for operating, construction, improvements, equipment, renovation, and maintenance of public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection facilities, and cemeteries.

Allows the Department of Rural Services to adopt new rules and regulations to carry out the intent of the appropriations without being restricted by requirements applicable to other programs.

Permits institutions and agencies to supplement state funds with grants, donations, Federal funds, and unobligated cash income, provided that existing maintenance and general operations appropriations shall not be used for purposes of this act.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control laws in disbursement of funds unless otherwise specified by law.

Declares the act effective July 1, 2011 as an emergency measure necessary for the proper administration of essential governmental programs.
