Creates a special "U.S. Veteran" license plate available to individuals who have served in the Army, Navy, Marine Corps, Air Force, Coast Guard, Army National Guard, or Air National Guard.

Plate design matches existing military service and veterans plates under Arkansas Code § 27-24-209, with "U.S. Veteran" displayed instead of "The Natural State" and includes a decal showing the veteran's branch of service.

Initial application and registration fee is the full amount specified in § 27-14-601(a), with annual renewal fees matching that same amount and a $5.00 replacement fee.

Applicants must provide adequate proof of veteran status to the Department of Finance and Administration upon initial application.

Amends Arkansas Code § 27-24-1301 to establish honoring Cold War veterans and those who served in the armed forces without serving during conflict or long enough to retire as stated purposes for special license plates.
