Appropriates $300,000 to the Department of Human Services - Division of Behavioral Health for drug abuse and behavioral intervention and prevention grant programs.

Funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses.

Appropriated funds come from the General Improvement Fund or its successor fund or fund accounts.

New rules and regulations may be adopted by the department to carry out the intent of the appropriation without restriction by requirements applicable to other programs.

Act becomes effective July 1, 2011, with an emergency clause declaring the funds essential to agency operations.
