Establishes four regular employees for the Office of Lieutenant Governor: one Executive Assistant ($73,659), one Research and Communications Director ($56,436), and two Administrative Assistants ($50,553 each)

Authorizes up to three temporary or part-time employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act

Appropriates $373,379 from the State Central Services Fund for fiscal year 2011-2012, comprising $231,201 for regular salaries, $10,000 for extra help, $66,124 for personal services matching, and $66,054 for maintenance and general operations

Permits the Office of Lieutenant Governor to transfer appropriations between line items with approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council

Declares an emergency effective July 1, 2011, to ensure the agency's operations are not disrupted by delays in the appropriations act
