Appropriates $200,000 from the General Improvement Fund to the Arkansas Department of Emergency Management for grants to emergency services providers for construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance.

Allows the Department to adopt new rules and regulations to carry out the intent of the appropriations without being restricted by requirements applicable to other programs.

Permits institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income, but prohibits use of general operations funds for the appropriated purposes.

Requires compliance with all applicable state purchasing, accounting, budgeting, and fiscal control laws unless specifically exempted by law.

Declares an emergency effective date of July 1, 2011, stating that implementation is essential to the agency's operations and immediate preservation of public health and safety.
