Creates a new State Board of Cosmetology with 10 members appointed by the Governor to five-year staggered terms, replacing the Department of Health's oversight of cosmetology licensing and regulation.

Transfers all authority, powers, duties, functions, records, personnel, property, and funds related to cosmetology practice, licensure, and training from the Department of Health to the new State Board of Cosmetology, with funds deposited into a Cosmetology Operating Fund.

Establishes board membership requirements including four licensed cosmetologists, one nail technician, three school owners, one aesthetician, and one consumer representative, with restrictions on conflicts of interest and geographic distribution.

Provides detailed procedures for board member removal by the Governor based on unexcused absences from three successive meetings, including notice requirements, appeal rights, and court review processes.

Declares an emergency effective July 1, 2011, requiring the Governor to call the first board meeting no later than July 31, 2011.
