Appropriates $500,000 to the Department of Human Services - Division of Behavioral Health for grants supporting alcohol and substance abuse prevention programs.

Funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses.

Appropriations are not subject to restrictions applicable to other department programs; new rules and regulations may be adopted to carry out the intent of the General Assembly.

Agencies may supplement state funds with grants, donations, federal funds, and unobligated cash income for the project.

Effective date is July 1, 2011, with an emergency clause declaring immediate effectiveness necessary for essential governmental operations.
