Appropriates $300,000 to the Department of Rural Services for grants to fire departments, counties, municipalities, and other eligible entities for fire protection, search and rescue, emergency medical services, and emergency management programs.

Appropriates $250,000 for community improvement grants to counties for operating, construction, improvements, equipment, renovation, and maintenance expenses related to county fairs and rodeos.

Appropriates $250,000 for grants to Arkansas' Boys and Girls Clubs for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with youth program activities.

Appropriates $300,000 for grants to fire departments, counties, municipalities, and other eligible entities for fire protection and improvements to public buildings, community centers, memorials, parks, amphitheaters, recreation centers, and cemeteries.

Funds become effective July 1, 2011, with an emergency clause authorizing the General Assembly to adopt new rules and regulations to implement the appropriations without restriction to other program requirements.
