• Appropriates funds to the Secretary of State from the General Improvement Fund for five capital improvement projects at the State Capitol totaling $5,523,391.

• Upgrades include electrical distribution system ($421,781), heating/ventilation/air conditioning for North End ($4,190,568), fire alarm equipment ($193,446), North Entry Promenade sidewalks and landscaping ($542,596), and green initiatives ($175,000).

• Prohibits contracts exceeding available State Treasury funds but allows use of grants, donations, Federal funds, and unobligated cash income to supplement appropriations.
