Creates a nine-member Mold Investigation Advisory Board consisting of one Senate member, one House member, and seven Governor-appointed representatives from state agencies, real estate and pest management associations, and a licensed mold inspector.

Non-legislative board members serve three-year terms with initial appointees serving staggered terms of one, two, or three years; board annually selects a chair and vice-chair from membership.

Board holds first meeting within 30 days at State Plant Board offices and meets quarterly thereafter; majority of members constitutes a quorum and majority vote required for board action.

Board shall study the effects on public health and safety of existing statutes and rules regarding mold investigations and remediation, and approaches to changing existing statutes to better serve Arkansas citizens.

Board must submit annual findings and proposals for new legislation to the State Plant Board, chairs of House and Senate Public Health, Welfare, and Labor committees, and the Governor before October 1 each year.
