Appropriates $1,000,000 to the Department of Rural Services for grants to counties, municipalities, and eligible entities for fire protection, search and rescue, emergency medical services, and emergency management programs.

Appropriates $1,000,000 to the Department of Rural Services for grants to counties, municipalities, and eligible entities for public buildings, community centers, memorials, parks, amphitheaters, recreation centers, and cemeteries.

Allows institutions and agencies to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income for financing project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and fiscal control regulations in fund disbursement.

Declares an emergency effective July 1, 2011, to ensure the appropriations are immediately available for agency operations.
