Appropriates $300,000 from the General Improvement Fund to the Department of Education's Division of Public School Academic Facilities and Transportation for a School Bus Safety Equipment Grant Pilot Program.

Funds may be used for personal services, operating expenses, and purchase of equipment related to the pilot program.

Contracts and obligations must not exceed State Treasury funds actually available, though institutions may supplement with grants, donations, Federal funds, or unobligated cash income.

Requires strict compliance with Arkansas State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and regulations from the Department of Finance and Administration.

Act becomes effective July 1, 2011, with an emergency clause declaring immediate effectiveness necessary for agency operations.
