Appropriates $200,000 from the General Improvement Fund to the Department of Human Services - Division of Aging and Adult Services for senior citizen center grants

Grants may be used for construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance of Senior Citizen Centers

Appropriations are not restricted by requirements applicable to other programs; new rules and regulations may be adopted to carry out the act's intent

Funds may be supplemented with federal grants, donations, and agency cash income, but existing Maintenance and General Operations funds cannot be used for these purposes

Act becomes effective July 1, 2011, with emergency clause declaring the immediate implementation essential to agency operations
