Appropriates $200,000 to the Arkansas Natural Resources Commission from the General Improvement Fund for grants supporting water and waste water projects, levee repair, flood control, drainage, fire protection services, and irrigation projects.

Authorizes the Commission to accept and use federal grants, donations, and unobligated cash income to supplement state funds for project financing.

Prohibits use of the appropriation to replace existing Maintenance and General Operations funding for the agency.

Exempts the appropriation from standard State Purchasing Law, General Accounting and Budgetary Procedures Law, and Revenue Stabilization Law restrictions unless otherwise specified by law.

Declares an emergency effective date of July 1, 2011 to ensure immediate operation of the agency's essential governmental programs.
