Appropriates $884,923 from the Miscellaneous Agencies Fund Account for regular salaries ($385,358), personal services matching ($119,424), and operating expenses including travel, professional fees, and capital outlay.

Appropriates $1,060,765 from a designated cash fund for the Sales to Minors Enforcement program, including $519,897 in regular salaries and $165,078 in personal services matching.

Appropriates $473,838 from federal funds for the Tobacco Inspection Program and $50,000 from the Cigarette Fire Safety Standard Fund for fire safety and prevention programs.

Establishes an emergency effective date of July 1, 2011, and requires all disbursements to comply with state procurement, accounting, budgetary, and fiscal control laws.
