Appropriates $250,000 to Northwest Arkansas Community College from the General Improvement Fund for operations, construction, renovation, improvements, equipment purchase and maintenance, and major maintenance projects.

Permits the college to accept and use grants, donations, and Federal funds to supplement State Treasury funds, but prohibits using existing Maintenance and General Operations appropriations for these capital improvement purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursement of funds.

Establishes that funds must be used in compliance with stated reasons documented in budget manuals, letters, and official legislative minutes related to the bill's passage and adoption.

Declares an emergency effective July 1, 2011, citing constitutional restrictions on multi-year appropriations and the need for immediate agency operational funding.
