Appropriates $150,000 from the General Improvement Fund to the Economic Development Commission for a grant to Regional Planning Commission(s) to conduct a feasibility study of a Western Beltway.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows agencies to accept and use Federal grants, donations, and unobligated cash income to supplement state funds for the project.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations in fund disbursement.

Directs that all funds be used in compliance with stated legislative intent as documented in budget manuals, agency requests, executive recommendations, and legislative council minutes.

Declares an emergency effective date of July 1, 2011, citing the Arkansas Constitution's one-year appropriation limit and the necessity for immediate agency operations.
