Appropriates $7,000,000 to Arkansas State University - Mountain Home from the General Improvement Fund for completion of construction of the Vada Sheid Community Development Center.

Authorizes the institution to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for financing project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Specifies that funds disbursed must comply with stated reasons for the appropriation as documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2011, citing the Arkansas Constitution's one-year appropriation limitation and essential need for immediate implementation.
