Appropriates $300,000 to the Arkansas Natural Resources Commission from the General Improvement Fund for grants supporting water and wastewater project loans.

Grants may be used for construction, repairs, equipment purchases, land acquisition, fees, administrative costs, operating expenses, improvements, and professional services related to water and wastewater projects.

Appropriations are not subject to restrictions applicable to other currently administered programs, and new rules and regulations may be adopted to carry out the intent of the General Assembly.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations when disbursing funds, unless specifically exempted by law.
