Requires pounds, shelters, humane organizations, and animal rescue groups to sterilize dogs and cats before releasing them to new owners, or obtain a signed promise from the adopter to have the animal sterilized by a specified date.

Allows releasing agencies to grant a maximum 30-day extension for sterilization upon owner request, and failure to comply with the signed promise constitutes a violation with the animal subject to return.

In counties with populations of 300,000 or more, mandates immediate sterilization of dogs and cats over three months of age before adoption, with no exceptions except for medically compromised animals.

Permits temporary release of medically compromised animals under foster care agreements until they can be safely sterilized, after which ownership may transfer only to owners certifying the animal will not be used for breeding.

Establishes violations as misdemeanors punishable by fines between $100 and $500.
