Appropriates $300,000 to the Arkansas State Game and Fish Commission from the General Improvement Fund for purchasing or acquiring additional public lands for wildlife management areas and outdoor recreation related to fish, wildlife, and natural resources.

Allows the commission to accept and use grants, donations, and Federal funds to supplement State Treasury funds for financing project costs, but prohibits using existing maintenance and general operations appropriations for these purposes.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations promulgated by the Department of Finance and Administration.

Specifies that funds must be disbursed in compliance with agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative council minutes.

Declares an emergency effective July 1, 2011, based on the constitutional one-year appropriation limit and the need for immediate implementation of agency operations.
