Appropriates $2,000,000 to Henderson State University from the General Improvement Fund for equipment, personal services, maintenance and operating expenses, and grants of the Rural Entrepreneurial Initiative.

Institutions may accept and use federal grants, donations, and unobligated cash income to supplement State Treasury funds for project financing, but existing Maintenance and General Operations appropriations cannot be used for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Establishes that funds must be disbursed in compliance with stated reasons in Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative meeting minutes.

Declares an emergency effective date of July 1, 2011, citing constitutional restrictions on appropriations to single-year periods and the necessity to maintain essential governmental programs.
