Transfers responsibility for soliciting and approving bail bondsmen education providers from the Professional Bail Bond Company and Professional Bail Bondsman Licensing Board to the Arkansas Professional Bail Bond Association on an annual basis.

Requires education provider applicants to be approved by the State Board of Private Career Education, with the association submitting approved providers to the licensing board for final approval.

Designates the association to establish an educational program enabling bail bondsmen to meet prelicense and continuing education requirements under Arkansas Code §§ 17-19-212 and 17-19-401 et seq.

Changes fee schedule authority so the association or its designee establishes a schedule of fees for bail bondsmen training that is subject to approval by the licensing board.
