Requires owners of motorboats with more than 50 horsepower or personal watercraft to carry liability insurance issued by a company authorized to do business in Arkansas, with minimum coverage of $50,000 per occurrence.

Removes the exemption for motorboats or personal watercraft registered in another state, making the liability insurance requirement apply to all such vessels operating in Arkansas.

Exempts motorboats and personal watercraft owned by the United States, state governments, or political subdivisions from the insurance requirement.

Creates a rebuttable presumption that a motorboat or personal watercraft is uninsured if the owner fails to present proof of liability insurance coverage when requested by a law enforcement officer following an accident.
