Appropriates $500,000 to the Arkansas Natural Resources Commission from the General Improvement Fund for water and wastewater projects, levee repair, flood control, drainage, and irrigation projects.

Allows the Commission to accept and use federal grants, donations, and unobligated cash income to supplement state funds for project financing.

Permits adoption of new rules and regulations to carry out the appropriation without restriction by requirements applicable to other programs.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization law, and fiscal control regulations in fund disbursement.

Becomes effective July 1, 2011 under emergency clause due to constitutional prohibition on appropriations exceeding one year.
