Appropriates $100,000 to the Northwest Technical Institute in Springdale from the General Improvement Fund for construction, renovation, maintenance, improvements, materials, and equipment purchase and maintenance.

Prohibits awarding contracts or incurring obligations exceeding available State Treasury funds, but allows the institute to accept grants, donations, and Federal funds to supplement the appropriation.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations in disbursing funds.

Specifies that maintenance and general operations funding previously appropriated by the General Assembly cannot be used for the purposes outlined in this act.

Takes effect on July 1, 2011 as an emergency measure necessary for the operation of the agency.
