Appropriates $500,000 to the Department of Human Services - Division of Aging and Adult Services for Area Agencies on Aging to support construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance of Senior Citizen Centers.

Appropriates $500,000 for grants to provide community-based senior services including home-delivered meals, client representation, information and assistance, socialization, adult day care, and transportation.

Allows recipient institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance project costs.

Requires strict compliance with state purchasing, accounting, budgeting, and revenue stabilization laws in disbursement of appropriated funds.

Takes effect July 1, 2011 as an emergency measure, with funds to be used in compliance with agency requests and legislative recommendations documented in budget manuals and legislative council minutes.
