Appropriates $500,000 from the General Improvement Fund to the Department of Human Services - Division of Developmental Disabilities Services for community program grants.

Funds may be used for grants to community programs serving developmentally disabled individuals for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Appropriations are not restricted by requirements applicable to other programs currently administered, though new rules and regulations may be adopted to carry out legislative intent.

Institutions and agencies may supplement state funds with grants, donations, and Federal funds, but existing maintenance and general operations funds cannot be redirected for these purposes.

Act becomes effective July 1, 2011 under emergency clause due to constitutional restrictions on annual appropriations and necessity for continued agency operations.
