Appropriates $500,000 from the General Improvement Fund to the Department of Arkansas Heritage - Mosaic Templars of America Center for African-American Culture and Business Enterprise.

Funds designated for operating expenses, maintenance, renovation, equipment, acquisitions, and improvements to the Mosaic Templars Cultural Center.

Allows the department to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance the full project costs.

Requires compliance with state purchasing law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws in fund disbursement.

Declares the act effective July 1, 2011 as an emergency measure necessary for agency operations.
